The government organisation NaCTSO (National Counter Terrorism Security Office) has been created to advise on measures to be taken to minimise injury, fatality, and business impact in the event of a blast. The responsibility, however, is on the owner or occupier of premises to ensure that risk assessments are carried out and necessary action is taken.
"Criminal prosecution and heavy penalties under health and safety laws for companies are a real possibility if it emerges that core and statutory duties have not been met" - NaCTSO (National Counter Terrorism Security Office).
